Minimum Tripod Height is the lowest height at which the tripod can be used. Some tripods allow their center column to be inverted so a camera can be hung from the column very close to the ground. For tripods that don't include heads, be sure to subtract the height of the head from this number as the head will extend the length of the center column by that amount.
